FRENCH GOVERNMENT ELECTRIC CONVERSION PLAN

The electric conversion plan has just been announced by the Government.

On Wednesday 26 April, the French government announced it was launching a “national electric conversion action plan”.

This announcement is the culmination of five years of work and tireless dedication by REV Mobilities teams to roll out a countrywide program specifically designed to decarbonize transport, which accounts for 30% of greenhouse gas emissions in France (i.e. roughly 130 million tonnes yearly). With the government’s plan up and running, France now ranks 1st in Europe for electric and hydrogen conversion of vehicles.

What are the benefits of electric (or hydrogen) conversion?

This technology involves replacing a vehicle’s combustion engine (gasoline or diesel) with an electric or hydrogen engine, giving it a new lease of life by making it non-polluting and silent. More specifically, conversion helps to:

  • Advance the circular economy and avoid scrapping still-viable vehicles;
  • Authorize unrestricted use of thermal vehicles converted to electric power, without emissions and noise;
  • Generate savings on fuel and maintenance;
  • Create thousands of potential jobs in the regions across France in a new virtuous industrial segment.

Why is this plan such good news?

Simplified and enhanced purchase incentives National incentives for as many people as possible :

  • €3,500 to €6,000 for individuals (depending on income)
  • €6,000 to €10,000 for professionals and fleet managers.

Incentives are also offered by some regions and metropolises:

  • up to €9,500 in Ile-de-France
  • up to €15,000 in the South of France, or metropolises like Toulouse, Strasbourg, Lyon or Grenoble.

Simplified incentives for industrialization and R&D to expand across the country. These development incentives will help fast-track the deployment of our technical and industrial solutions countrywide.

With our partners, we will be able to:

  • Open component factories
  • Move faster towards Hydrogen conversion (which the conversion law already authorizes, but currently restricts to buses and trucks).

Build up a network of vehicle “conversion” installers, Invest in training tomorrow’s installers.

In addition to these incentives, a ZFE-m bonus of between €1,000 and €3,000.

For lower-income households, electric conversion is eligible for a zero-rate loan. Electric conversion bonus Removing the ownership clause prior to vehicle conversion simplifies the process. For REV Mobilities, this clause was at odds with the transition objectives.

Such simplification will help to build up fleets of electrically-converted vehicles.

“Being on the ground, as close as possible to our customers, creates green jobs and activity for garages as well as the local automotive industry. But above all, it reassures customers about after-sales service and maintenance. Furthermore, industrialization will take us from 10 models in 2024 to more than 50 different models in two or three years’ time, to meet French demand for mobility! At REV, for instance, we have received more than 15,000 quotation requests in three years, although on hundreds of different makes and models,” noted Arnaud Pigounides, President of REV Mobilities.

Building a common European framework

French electric conversion regulations are currently the strictest worldwide. Indeed, they guarantee optimum safety for electrically-converted vehicles. Besides applying this requirement, European harmonization will facilitate mass-production of components at a competitive price for the consumer. This Europe-wide drive is essential if we are to pursue decarbonized, sustainable industrialization that honors our greening objectives.

France can become Europe’s decarbonization front-runner and its electric-conversion driving force. Electrically converting thousands of vehicles in France and Europe will create jobs and a new, virtuous and large-scale automotive economy. It's a powerful booster for emission-free, unrestricted electric mobility, which will open up borders and optimize production of batteries and charging solutions. REV Mobilities has already embraced this European aspiration, by signing the first Franco-German partnership with pepper motion in 2022. The electric conversion solution will help motorists keep their combustion vehicles or buy a used one and electrically convert it. By so doing, it will also prevent unnecessary scrapping of still-usable vehicles,” Arnaud Pigounides added.
